§ 1. Requisites.

Following approval of the preliminary plan by the commission, or the council if appealed, the subdivider shall (a) install the required improvements, (b) agree to an assessment guaranteeing such installations. All installations shall be in accordance with requirements to be established by the director of public works. Upon approval of the improvements, installations or arrangements therefor, the final plat may be submitted in accordance with the provisions of Article VII of this code. No plat or replat shall be filed for record or recorded in the office of the register of deeds of York County, Nebraska, unless and until the approval of the council is endorsed thereon by the city clerk, and no lot shall be sold from such plat or replat unless and until approved by the council, and filed for record in the office of the register of deeds of York County, Nebraska, as herein provided.
